Solicitation Description:
STAR+PLUS is a Texas Medicaid managed care program integrating the delivery of Acute Care Services and Long-Term Services and Supports (LTSS). The STAR+PLUS Program operates under Section 1115 of the Social Security Act as part of a demonstration project and Section 1915 of the Social Security Act as part of the Texas § 1915 (c) waivers to expand the Medicaid managed care delivery system statewide and provide home and Community-Based Services under a Medicaid managed care model. HHSC will require managed care organizations submitting proposals for STAR+PLUS to also submit a Notice of Intent to Apply for a Dual Eligible Special Needs Plan (D-SNP) contract to the Centers for Medicare & Medicaid Services (CMS) by November 2022, in accordance with the CMS Medicare Part C application deadlines. MCOs should refer to the STAR+PLUS Request for Proposals for additional information. The Dual Demonstration is authorized by HHSC and the Centers for Medicare & Medicaid Services (CMS) to operate through December 2022, with plans for renewal through December 2023. HHSC and CMS are discussing further authorization. If the Texas Medicare-Medicaid Dual Demonstration is continued beyond 2023, then HHSC will require managed care organizations submitting proposals for STAR+PLUS to also submit a Notice of Intent to Apply for a Dual Eligible Special Needs Plan (D-SNP) contract or a Dual Eligibles Medicare-Medicaid Plan (MMP) contract to the CMS by November 2022, in accordance with the CMS Medicare Part C application deadlines and to be effective by January 2024.
