Solicitation Description:

The Texas Historical Commission (THC) seeks competitive sealed proposals to establish a contract for General Construction in accordance with the specifications contained in this Request for Proposal (RFP”). In particular, the services requested herein and to be provided under any contract(s) awarded as a result of this RFP are for the Chimney Repairs and Reconstructions at Goodnight Ranch State Historic Site.


Services shall include, but are not limited to, the requirements contained in this RFP. In accordance with the approved schedule and price, the awarded respondent shall provide and/or secure and install all materials, labor, coordination, management, and supervisory activities necessary to complete construction of the Project in accordance with the Contract Documents: Drawings and Specifications, Addenda, and Contract Modifications.


The Texas Historical Commission seeks a general contractor firm that has documented experience with projects of the type, scale and scope described in this RFP. Contractor must have a MINIMUM of 8 years’ experience in construction similar to the type of work required by these Contract Documents (as judged by THC) to be eligible for contract award. Preference will be given to respondents who have completed similar projects. THC requires all work to comply with all applicable Federal and State laws, codes, and standards.

The two-story ranch house at the Charles and Mary Ann Goodnight Ranch State Historic Site was built in 1887 and originally featured five functional brick chimneys. During an extensive renovation project conducted in 2008 (prior to State ownership), the historic masonry chimneys were removed and three of them were reconstructed using wood framing and veneer brick. The veneer brick system has failed. This project will include removing the failing veneer brick at the three existing chimneys and replacing it with a new veneer brick system with improved detailing, as well as reconstructing two missing chimneys in a similar manner, as described in the attached Construction Documents.

This solicitation will include a submittal of company experience and qualifications focusing on projects of similar size and type, and their pricing. Respondents will be evaluated as described in Paragraph 3.11 Scoring Criteria.

MANDATORY PRE-PROPOSAL SITE VISIT. Respondents who did not attend the October 27, 2022, pre-bid conference as part of the original bidding process must meet with the site manager and become thoroughly familiar with the existing conditions and requirements before submitting a bid. Signatures are required by both the site representative and respondent when the site visit is completed to establish the date that the site visit took place. Exhibit N, Site Visit Form, must be included in Respondent’s Bid. Bids will be rejected if a signed site visit form is not included.
