Solicitation Description:

NOTE: This solicitation was inadvertently closed on the ESBD on 11/9/23, although it was extended with Addendum #5 posted on November 1st.  It was reinstated on November 10, 2023.   Please note that the Proposal Due date has been updated to correspond to the extension noted in Addendum #5.  The Proposal Due Date is Thursday, November 16, 2023 at 3:00 PM.

The Texas Facilities Commission is requesting responses to this Request for Proposal for Project Management Services including consultation, project management, project controls and administrative services for multiple awards to support planning, design, construction, furnishings, fixtures and equipment of a Law Enforcement Training Academy, a Records Center, Juvenile Justice Detention Facilities and other projects as may be needed.

TFC anticipates a need for project management services for a minimum of three projects and possibly additional projects as needs dictate. The three projects are described as follows:

1) Expansion and improvement of the Department of Public Safety Williamson County Training Academy Facility. The project scope includes administration offices, auditorium, dormitories, kitchen and dining facilities, firing range expansion, classrooms, indoor physical fitness, and infrastructure upgrades. Appropriated budget of $381,499,500.00.

2) Two new facilities for the Texas Juvenile Justice Department including a highly secure facility designed for youth with substantial aggression and violence toward other youth and staff and a specialized mental health facility designed for the acutely and chronically mentally ill and intellectually disabled youth that ideally will serve both TJJD-committed youth and county youth. Appropriated budget of $200,000,000.00.

3) A new State Records Center storage facility of approximately 190,000 gross square feet including program for records and archival storage, film and artifact storage vaults, Talking Books Program, common and support areas. Appropriated budget of $210,000,000.00.

4) Other projects are varied but may include statewide deferred maintenance and renewal, renovation or remodeling of existing State-owned office space.

5) The highest scoring firms of an undetermined number will be selected to enter into a zero-dollar initial contract. As projects are facilitated with land acquisition and viable sites, they will be assigned to firms with the most relevant experience as determined by TFC at their sole discretion.
