Pursuant to Texas Government Code Section 2165.001, Custodianship of State Property, and Section 2156.121, Use of Competitive Sealed Proposals, the Texas Facilities Commission is requesting responses to this Request for Proposal for the provision of custodial services in various facilities managed by the Texas Facilities Commission located in Austin, El Paso, Houston, Fort Worth, and Waco, Texas. It is the intention of TFC to make multiple awards from this solicitation. SCHEDULE OF EVENTS: TFC reserves the right to change the dates in the Schedule of Events set forth below upon written notification to the prospective Respondents through a posting of an addendum on the ESBD. The solicitation for this RFP will proceed according to the following schedule: EVENT DATE Issue RFP April 17, 2023 Optional Pre-Proposal Tele-Conferences April 25, 2023, 2:00 PM Mandatory Multiple Walkthroughs by Grouping: Location: Austin April 26, 2023, 9:00 AM Location: Austin April 27, 2023, 9:00 AM Location: El Paso May 1, 2023, 10:00 AM Location: El Paso May 2, 2023, 10:00 AM Location: Houston May 3, 2023, 10:00 AM Location: Houston May 4, 2023, 10:00 AM Location: Fort Worth May 5, 2023, 10:00 AM Location: Fort Worth May 8, 2023, 10:00 AM Location: Waco May 9, 2023, 10:00 AM Location: Waco May 10, 2023, 10:00 AM Deadline for Submission of Questions May 11, 2023, 12:00 Noon Deadline for Submission of Proposals/RFP Opening May 25, 2023, 3:00 PM Notification for Interview June 1, 2023 Interview Date June 6, 2023 Award by Commission July 20, 2023 9:00 AM Expected Contract Start Date September 1, 2023 OPTIONAL PRE-PROPOSAL TELE-CONFERENCE: The Optional Pre-Proposal Tele-Conference is scheduled for: PPC 1: 4/25/2023, 2:00 PM Pre-registration for the Pre-Proposal Tele-Conference is required. A recording of the Optional Pre-Proposal will be available online. Mandatory jobsites walkthroughs will be conducted between April 26, 2023 and May 10, 2023 for multiple locations. All attendees shall sign "Onsite Tour Attendance Sheet" for each location. Copies of the sign in sheets will be provided through an addendum which will be posted on the Electronic State Business Daily. Only attendees of the mandatory walk-thru will be allowed to submit a response. Electronic Submission: TFC is using the electronic procurement system Bonfire. Proposals shall be uploaded per the instructions in Attachment K - RFP Submission Instructions and Guidelines prior to 3:00 PM on the date specified in the Schedule of Events. In order to ensure that all documents are submitted before the deadline, allow enough time to upload the documents into the portal. We recommend beginning the upload process one (1) day prior to deadline date. Facsimile and email proposals are not acceptable responses to this RFP.
