SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2269, Subchapter F, Construction Manager-at-Risk Method, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting qualifications for a Construction Manager-at-Risk (CMR) to provide preconstruction, communications management, construction management, closeout, and warranty phase services for new student housing building, classroom additions and renovation, and security entrance improvements at the Texas School for the Deaf (TSD) campus in Austin, TX, and  hereinafter described as TFC Project #24-001-8808 (the Project). This Project will be administered by TFC. This procurement will be a two-step award process with a two-part work requirement.

a)      Step One of the solicitation will include a submittal of company experience and qualifications focusing on projects of similar size and type. Respondents will be evaluated on experience and qualifications, as detailed in Section V, Submission Requirements.

b)     Step Two of the solicitation will include only the highest ranked five or fewer Respondents from Step One who will be asked to provide pricing.

COST OF WORK: Respondents to the RFQ should consider the “Cost of Work” as forty million dollars ($40,000,000), not including any Pre-construction Management fees, Construction Management fees, and Construction General Conditions, as part of the construction budget or the Guaranteed Maximum Price (GMP).

CONTRACT TERM: Construction is required to commence within fourteen (14) calendar days after the Notice to Proceed for Construction is issued. For planning purposes, the pre-construction time period is estimated to be four hundred fifty-six (456) calendar days.  The construction contract period is projected for a term of eight hundred twenty-one (821) calendar days except as may be otherwise amended or negotiated.

 

PROJECT DESCRIPTION:  Texas School of the Deaf is the oldest public school in Texas that has been continually in operation.  It is a secured 24/7, educational campus serving students, from age zero through twenty-two, who are deaf or hard of hearing and who may have multiple disabilities. The campus has several residential dormitories to house students from across the State of Texas.  Mindful consideration by CMR when operating on campus and corporation with TSD to minimize TSD’s operation is required.

 

CMR shall provide Construction Manager-at-Risk services including preconstruction, cost estimation, communication management construction management, and warranty management services for the Texas School for the Deaf (TSD) located at 1102 South Congress Ave, Austin, Texas, described specifically as follows:

 

a)      New student housing building – Two levels housing building, approximately 36,000 gross square feet (gsf), for students aged 18-22, with on-site parking.

b)     New classroom building addition – One level classroom building addition, approximately 4,000 gsf.

c)      Renovation of existing one level classroom building, approximately 6,000 gsf.

Secured vehicular entrance improvement at Elizabeth Street.

 

MANDATORY PRE-SUBMITTAL TELECONFERENCES: Mandatory pre-submittal teleconferences will be held Tuesday, November 7, 2023 at 10:00 AM and Wednesday, November 8, 2023 at 10:00 AM.  Pre-registration is required to participate in the teleconference.  Respondents must have an employee of their firm attend at least one (1) of the two (2) pre-submittal conferences. TFC shall reject qualifications submitted by firms that did not attend one of the mandatory pre-submittal conferences. 

SITE VISIT: Site visit information will be given to the short-listed firms after the notification of short-list selection.
