See project description for more information. CONTRACT TERM: This service shall commence on the date the contract, as defined below, is executed by both parties, and expires on May 31, 2025. Any extension or modification shall be in writing and signed by the parties. TFC is seeking qualifications for a Project Management Professional Team (PMP) to provide a management solution that is lean, collaborative and owner‐centric while addressing the entirety of project planning, procurement, monitoring, management, reporting and implementation for the Project. PMP submittals must address proper management of the overall project goals from beginning to end, including a system‐wide approach for managing the risks and economic uncertainties associated with large, complex, capital design and construction projects. The PMP team must include at least one A/E, who is a registered architect or licensed professional engineer in the state of Texas. The PMP must deliver the project on schedule and within budget and provide cost‐effective high value solutions, innovation and resource stewardship while reporting results on a regularly scheduled basis to the TFC Owner’s Representative, TFC executive leadership, workgroup session, and the TFC Commission. Generally, services will include strategic project planning, project management, project site planning, operational planning, capital expenditure planning, budgetary impact analysis, and project controls. Specific tasks will include but not be limited to: A. Provide preliminary site layout and pre-design program requirements to be used as bridging documents. B. Plan, manage, coordinate and control all aspects of the Project. C. Develop and use communications and management methods that promote coordination, production, collaboration, efficiency and synergy in executing the project. D. Maintain an open communication process and provide Project status reports throughout all phases to TFC executive leadership, commissioner workgroup session and the TFC Commission. E. Adopt “lean construction” project principles, processes and best practices to promote more reliable, precise, integrated and cost-effective design and construction solutions. F. Form an initial total project program and baseline scope and develop a strategy to plan and control the program and baseline scope. G. Develop a Project cost control system to establish a total Project cost model based upon the Project baseline scope and manage the model, reconcile design to cost, negotiate work packages, review payments and manage changes to ensure project budget compliance through project completion. H. Prepare a total Project critical path method schedule to allow effective work progress monitoring, schedule performance assessment and schedule enforcement. Integrate schedule with the project cost control system for projected expenditure and develop funding draw down schedules. Include all project associated activities including administrative functions such as permitting, TFC approval processes, TFC procurement processes, bidding and negotiation, commissioning, and project closeout. I. Assess risk and advise TFC of effective and best practice measures for risk management. J. Prepare and monitor the quality control plan. K. Conduct all Project business on a web‐based IT infrastructure, TFC’s Electronic Project Management Control System (Projectmates) that includes software, hosting and data storage sufficient for filing and retrieval of all the project correspondence, drawings, specifications, submittals, RFIs, approvals, procurements, accounting transactions, reporting. L. The selected PMP will work under the direction of TFC’s Facilities Design & Construction Division (FDC) with reporting obligations to TFC Executive Leadership and the TFC Commission. The PMP will provide comprehensive services for the full scope execution of the project from engagement to project closeout and warranty. PMP work tasks and processes will be developed and implemented in collaboration with TDC staff and TFC Executive leadership, consistent with TFC’s Policies and Procedures. Approximate cost of construction for the aforementioned projects is estimated to be twenty-five million dollars ($25,000,000.00).
