Solicitation Description:

In accordance with the provisions of Texas Government Code §2156.063, Solicitation of Bids, Texas Government Code §2165.001, Custodianship of State Property and the Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is seeking bids for installation of a Jeron Pro Alert 480 Area of Refuge 2-way call system (or approved equal) serving the Capitol Complex subgrade mall to the parking stairwell portals at Parking Garage T (PKT) in front of Barbara Jordan Building, 1601 Congress Ave. managed by the Texas Facilities Commission located in Austin, Texas. TFC anticipates award to a single vendor from this solicitation.

This service shall begin within seven (7) days after award and shall be completed no later than August 31, 2023.

SCOPE OF WORK: includes all equipment, installation, materials, cabling, electrical work, design work, programming, testing and training for turn-key operation.

A. Two (2) Jeron Pro-Alert systems are required in order to accommodate circuit distance limitations and to minimize cable/conduit runs requiring 2-hour survivability.

1) The control panel for system 1 is to be located in Electrical Room B3.008 and is to serve call stations in Portals 1 and 3.

2) The control panel for system 2 is to be located in Telecom Room B3.013 and is to service call stations in Portals 5 and 7.

3) A base station (master phone) unit representing each of the two system is to be located in the Fire Control room (FCC) in the George H.W. Bush Building.

4) Call System needs to be compatible with TFC’s Edward Systems Technology (EST) #4 fire alarm system

B. The stairwell portals are to have a 2-hour rating per the construction drawings. Stations installed in surface-mounted boxes within each stairwell are to be connected by Electric Metallic Tubing (EMT) conduit diagonally, following other conduits such as fire alarm and penetrate the portal wall on Level B3 into the respective control panel locations described above.

C. Circuits exiting the stairwell portals must meet 2-hour survivability requirements in order to comply with the intent of National Fire Protection Association (NFPA) 72, which defines Area of Refuge (AOR) call systems as Emergency Communication Systems (ECSs) utilizing 2-way voice communications. This shall be limited to the circuits between Portals 1& 3; the circuits between

Installation of 2-Way Call System for Area of Refuge Portals 5&7; and the base station circuits from the control panels to the FCC. For circuits outside the 2-hour architectural enclosures, the method of survivability shall be a UL-listed CI (2-hour rated) CAT3 cable inside the prescribed EMT conduits. These circuits are to follow the same path as other system circuits requiring 2-hour survivability, such as fire alarm and Emergency Responder Communication Enhancement Systems (ERCES).

D. Vendor will be responsible for keeping the installation on schedule and installed correctly and in accordance with NFPA 1, 101, and 72. Vendor shall be responsible for cleanliness during the installation of property and all assets and areas worked in.

E. In most cases, installation shall be permitted from 8:00 AM – 5:00 PM. Core Drilling, hammer drilling uses will be allowed during regular work hours.

F. System will be tested per NFPA 1, NFPA 101, and NFPA 72.

G. Nicet Level 2, IV Certification is required

H. Alarm Certification of Registration (ACR)and Fire Alarm License (FAL) are required.

I. Signage is to be included for the entry doors into the stairwell at each planned AOR landing, one at each landing near call station and “direction for use uses next to each call station. If additional directional signage is required due to an AOR wayfinding plan, vendor shall provide.

J. Referenced Brand Example: Brand name or manufacturer's references are descriptive only and indicate type and quality desired. Proposals on brands of like nature and quality will be considered at the full and sole discretion of TFC. Respondent proposing an alternate call system other than the referenced brand/model number must show manufacturer, brand name, product number and provide specifications and complete descriptive information of product offered and must be submitted for review and approval as part of the Q&A period of the solicitation. Failure to obtain pre-approval of alternate brands will result in disqualification of submitted proposal.

K. Warranty: Warranty on system equipment shall be for minimum of one year.
