Solicitation Description:


SCOPE: In accordance with the provisions of Texas Government Code §2156.063, Solicitation of Bids, Texas Government Code §2165.001, Custodianship of State Property and the Rules and Procedures by the Texas Facilities Commission (TFC), TFC is seeking bids for replacing two (2) 200-gallon, above ground, diesel fuel day tanks UL-142 with electronic monitoring systems at the Sam Houston Building located at 201 E. 14th St., Austin, TX 78701.

CONTRACT TERM: This service shall be completed no later than August 31, 2023. This contract is contingent upon the continued availability of funding. If funds become unavailable through lack of appropriations, legislative budget cuts, amendment of the Appropriations Act, state agency consolidations, or any other disruption of current appropriations, provisions of the Termination Article in the Services Contract shall apply.

BUDGET: The amount budgeted for this project is $40,000.00. Total contract award cannot exceed this amount.


STATEMENT OF WORK: Provide all materials, equipment, labor, coordination, and supervisory activities necessary to perform and complete the following work required in connection with replacing two (2) diesel fuel day tanks.

Remove two (2) existing above ground diesel fuel day tanks and dispose offsite.

Furnish and install two new (2) replacement 200-gallon, above ground, diesel fuel day tanks UL-142 with  electric monitoring systems. Barriers are not required.

Tanks must be removed, disposed, and installed according to the Texas Commission on Environmental Quality (TCEQ) and Environmental Protection Agency (EPA) rules and regulations.

Work shall be performed by factory/manufacturer certified installation technicians. Verification of qualifications (Attachment B – Contractor Qualifications Form) will be included with any bid that results from this IFB .

Labor installation shall be warranted by Contractor for a period of one-year from the date of acceptance of work by TFC.

Fuel tanks shall be warranted for 1 year or manufacturer standard warranty, whichever is longer.

All work shall be performed during regular business hours. Regular business hours are 8:00 AM – 4:30 PM, Monday through Friday.

Jobsite must be cleaned daily so as not to disrupt employees or normal operations of affected area.

Upon completion of the work, the area will be cleaned, and all debris accumulated will be removed from job site and will be disposed of in accordance with local, state, federal and all environmental regulations. Any penalties would be imposed by TCEQ 30 TAC Chapter 334 for violations of rules.

The Contractor shall provide all necessary materials to protect lawn areas, damage to sidewalks, etc.
