Solicitation Description:

1)    SCOPE: Pursuant to Texas Government Code Section 2165.2035, Lease of Space in State-Owned Lots and Garages; Private Commercial Use, Section 2165.001, Custodianship of State property, and Section 2156.121, Use of Competitive Sealed Proposals, the Texas Facilities Commission is requesting responses to this Request for Proposal for the management of commercial use of State parking facilities owned by the Texas Facilities Commission located in Austin, Texas. Parking operations will include use of State parking facilities for, but are not limited to, special events at the locations listed below:

a)      Capitol Complex area;

b)     Bob Bullock Museum;

c)      Moody Center;

d)     University of Texas home football, basketball, volleyball games and/or other athletic events;

e)      Concerts, daily and special events held in Downtown Austin area including events near the 2^nd Street District, 4^th Street Warehouse District, and West End – 6^th Street area;

f)       Special events held in Republic Park, Square Park, Austin Music Hall, Ballet Austin, and Austin City Limit Live @ Moody Theater; and

g)      Austin City Limits Music Festival, SXSW, Art City Austin, Reggae Fest, COTA/Formula 1, and events requested to be held on State properties.

2)    PAYMENT STRUCTURE OPTIONS: TFC shall award a contract based upon the following Payment Structure Option:

a)      Revenue Sharing Model – TFC shall be paid based on a percentage of gross revenue collected by the Contractor. The Contractor revenue percentage amount is taxable sales. The Contractor is responsible for and shall pay State sales tax on their revenue.

3)    SCHEDULE OF EVENTS: TFC reserves the right to change the dates in the Schedule of Events set forth below upon written notification to prospective Respondents through a posting of an addendum on the ESBD.

a)      The solicitation process for this RFP will proceed according to the following schedule:

MANDATORY RE-PROPOSAL TELE-CONFERENCES:

i)       The Pre-Proposal Tele-Conferences are scheduled for:

PPC 1: 11/15/2022, 2:00 PM

PPC 2: 11/16/2022, 11:00 AM

ii)     Pre-registration for the pre-proposal tele-conferences is required. Register for the tele-conferences at the links in the RFP.

iii)    Attendance of at least one (1) of the two (2) scheduled pre-proposal tele-conferences is mandatory. Only those Respondents whose names and represented firm are on the pre-proposal conference attendee list shall be allowed to submit a response.  Please do not be late.
