Solicitation Description:

SCOPE: Pursuant to Texas Government Code Section 2165.001, Custodianship of State Property, and Section 2156.121, Use of Competitive Sealed Proposals, the Texas Facilities Commission is requesting responses to this Request for Proposal for Project Management Services including consultation, project management, project controls and administrative services for Project #22-015-3781, the Permian Basin Behavioral Health Campus (the Project), to support the successful execution and completion of programming, design, construction, furnishings, fixtures and equipment for a 100 bed comprehensive behavioral health center located in the Permian Basin region of Texas.  

Statement of Work:  TFC is seeking qualifications for a Project Management Firm (PMF) to provide a management solution that is lean, collaborative and owner-centric while addressing the entirety of project planning, procurement, monitoring, management, reporting and implementation of the Permian Basin Behavioral Health Campus, the “Project”. PMF proposals must address proper management of the overall project goals from beginning to end, including a system-wide approach for managing the risks and economic uncertainties associated with large, complex, capital design and construction projects. The PMF must deliver the project on schedule and within budget and provide cost-effective high value solutions, innovation and resource stewardship while reporting results on a regularly scheduled basis to TFC Executive Leadership, Commissioner Oversight Committee and the TFC Board.
