SCOPE:  In accordance with the provisions of Texas Government Code, Chapter 2254, Subchapter A, Professional Services, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide prime professional architectural/engineering (A/E) services for Project #21-008-2529, Texas Department of Motor Vehicles Camp Hubbard Building CH-5 Replacement Phase 1 Design.


CONTRACT TERM: It is the intention of TFC to award a Contract for full prime professional architectural/engineering (A/E) services for the term of the project. Services undertaken pursuant to this RFQ will be required to commence within two (2) calendar days of delivery of a Notice to Proceed. The Project associated with the services requested in this solicitation is anticipated to be one thousand four hundred sixty (1460) calendar days.

 

PROJECT DESCRIPTION:  Camp Hubbard (CH), the 15-acre central Austin property east of MoPac between W 35th and W 41st streets, was the Texas Department of Transportation (TxDOT) original state headquarters. A former division of TxDOT and now an independent agency, Texas Department of Motor Vehicles (TxDMV), maintains its administrative headquarters on the campus in buildings CH-1, CH-5 and the fifth floor of CH-6.

 

Upon completion of a new campus in southeast Austin in April 2022 TxDOT will vacate operations from Camp Hubbard and split the property into two parcels. The north 11 acres will be transferred to TxDMV and the remaining south 4 acres will be sold to one or more state agencies.


In anticipation of the transfer of facility ownership and maintenance, TxDMV contracted a campus wide assessment of the mechanical, electrical, plumbing, structural, interior and envelope systems in buildings CH-1 through CH-7. Buildings CH-1, CH-2 and CH-5 were determined to have repair costs exceeding the cost of replacement. In 2020 TxDMV presented a project analysis with the findings in a request to the 87th Legislature to fund the design of a new office building large enough to consolidate all TxDMV headquarters functions. The proposed new building will replace the existing one-story CH-5 with a five story, high performance, resource conserving, flexible and resilient, 187,500 gsf building.


The goal of Phase 1 is to complete the planning, design and cost estimate for the replacement building CH-5 as well as related improvements to the central utility plant and temporary swing space. By December 31, 2022, construction documents for the new building must be 65% complete, along with a fully detailed cost estimate, to serve as supporting documentation for the 88th Legislative session funding request for Phase 2 Construction.

a)      Project Components

i)       Limited site planning and parking study for the campus.

ii)     Building CH-6 renovation plans to provide temporary swing space.

iii)   Demolition plans for existing building CH-5

iv)    Design of replacement building CH-5.1

v)      Improvements to CH-7 Central Utility Plant and distribution system.


Approximate cost of construction for the aforementioned list of projects is estimated to be fifty-four million dollars ($54,000,000).
