Solicitation Description:

SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2269, Subchapter F, Construction Manager-at-Risk Method, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting qualifications for a Construction Manager-at-Risk (CMR) to provide pre-construction, communications management, construction management, closeout, and warranty phase services for the Capitol Complex Phase Two Project, hereinafter described as TFC Project #20-028-8011 (the Project). This Project will be administered by TFC.  This Project to include two (2) new state office buildings, associated parking structures, and extension of pedestrian mall (“Capitol Mall”) with the Capitol Complex in Austin, Texas as described further in the project description below

COST OF WORK: Respondents to the RFQ should consider the “Cost of Work” as two hundred twenty-four million, five hundred forty-three thousand dollars ($224,543,000.00), not including any Pre-Construction Management fees, Construction Management fees, and Construction General Conditions, as part of the construction budget or the Guaranteed Maximum Price (GMP).

CONTRACT TERM: Construction is required to commence within ten (10) calendar days after the Notice to Proceed for Construction is issued. For planning purposes, the pre-construction time period is estimated to be eighteen (18) months.  The construction contract period is projected for a term of thirty (30) months except as may be otherwise amended or negotiated.

PROJECT DESCRIPTION: The project includes all aspects of planning, development, architecture, engineering, design, procurement, demolition, renovation, and construction of facilities and improvements for Phase Two of the Capitol Complex project, described specifically as follows:

·         New State Office Building – approximately ten (10) level office building, totaling 360,000 gsf located at 15th Street, between Lavaca Street and Colorado Street with underground and above grade parking accommodating 1,650 parking spaces;

·         New State Office Building – approximately five (5) level office building, totaling 165,000 gsf located at 15th Street, between Colorado Street and Congress Avenue with underground and above grade parking accommodating 900 parking spaces;

·         Complete extension of the pedestrian mall, (Capitol Mall), located at Congress Avenue, between 15th Street and 16th Street; and

·         All associated infrastructure to serve the buildings, structures, and improvements in Phase Two.

·         The following properties can be described more specifically as follows:

o   State of Texas Parking Lot #8 and Capitol Complex Childcare Facility building grounds:  One full block bounded by Lavaca Street, 16th Street, Colorado Street, and 15th Street; and

o   State of Texas Parking Lot #11 and Capitol District Office (DPS) building grounds:  One half block bounded by Colorado Street, Texas Historical Commission facilities, Congress Avenue, and 15th Street; and Congress Avenue extending from 15th Street to 16th Street.

MANDATORY PRE-SUBMITTAL TELECONFERENCES: Mandatory pre-submittal teleconferences will be held on Tuesday, September 14, 2021 at 10:000 AM and Wednesday, September 15, 2021 a 10:00 AM.   Pre-registration is required to participate in the teleconference.  Respondents must have an employee of their firm attend at least one (1) of the two (2) pre-submittal conferences
