Solicitation Description:

SCOPE: Pursuant to Texas Government Code Section 2165.001, Custodianship of State Property, and Section 2156.121, Use of Competitive Sealed Proposals, the Texas Facilities Commission is requesting responses to this Request for Proposal for Project Controls Services to provide consultation and administrative professional services for Project #20-027-80611 (the Project), for the successful execution and completion of new buildings and parking structures at the North Austin Complex in Austin, Texas; as described further in the project description below.

CONTRACT TERM: Services undertaken pursuant to this RFP will be required to commence within ten (10) calendar days of delivery of a Notice to Proceed.  It is the intention of TFC to award a contract, as defined below, for Project Controls Management services for the term of the project.  This service shall be for a period beginning on the date the executed contract is signed by both parties and anticipated to expire on June 30, 2026.     Any extension or renewals shall be in writing and at the same terms and conditions, plus any approved changes.


a)     Background

Texas Facilities Commission (TFC) supports state government through strategic planning, asset management, design, construction, operation, maintenance, and leasing of state facilities and the reallocation or disposal of state and federal surplus property. 

TFC provides property management, repair, renovation, maintenance services, custodial, grounds, and utility services for a building inventory of nearly 18 million square feet of office space, parking garages, and parking lots.  Additionally, TFC currently manages approximately $1.2 billion in active construction and deferred maintenance projects and is in the planning stages to bring online the Capitol Complex Phase Two development authorized at $313 Million, the North Austin Complex Phase Two development authorized at $161 Million, and an additional $87 Million of authorized deferred maintenance projects for a total added project portfolio of $560 Million.

North Austin Complex.  In response to a growing and escalating Central Texas real estate market, TFC introduced a strategic initiative in 2013 to construct additional state-owned administrative office buildings to house the HHSC agency and their FTE’s residing in 13 leases with approximately 585 thousand square feet within the Travis County and Austin area.  The initiative progressed to develop a new North Austin Complex Master Plan that established a near term (20 year) sequencing plan encompassing three phases of development of the underutilized holdings on the John H. Winters Complex. The 84th Legislature, in 2015, appropriated $186 Million to implement Phase One of the plan to construct one building comprising of 406,000 gross square feet and an above grade parking structure with 1,850 parking spaces with a central plant.


b)     Description

The 86th Legislature, in 2019, appropriated $161 Million for implementation of Phase Two of the plan to be comprised of an approximate 302,000 gross square foot building on the existing John H. Winters Campus in the vicinity of 51st street and Lamar Blvd. and a parking structure with approximately 2,000 parking spaces.  More specifically, the “Project” is comprised of:

i)       New State Office Building – approximate six (6) level office building, totaling 302,000 gross square feet (gsf) located along the east edge of the John H Williams campus.  Structure to be south of 51st street in the vicinity of the intersection of W. Guadalupe and Lamar Blvd. 

ii)     New Multi-level Parking structure – six (6) level above grade parking structure accommodating 2000 parking spaces.  Approximate location to be on the east side of the John H Winters campus on the west side of Guadalupe street within the existing surface parking.

iii)  Connection to existing Central Utility Plant located in the garage of Phase I and expansion of plant equipment to accommodate Phase II.

No construction is contemplated as part of this solicitation for services.

Scope of Work:  The Project Controls Professional (PCP) will work closely with TFC to lead a lean and owner-centric collaboration with stakeholders, including state agencies, A/E, CMR, subcontractors, and consultants during the development, design, construction, and close-out/warranty phases of the project, as described in Attachment A – Professional Services Agreement, and as described herein.  The scope of work includes, but is not limited to, the following anticipated tasks:

iv)    Provide all expertise and resources necessary to effectively and efficiently monitor, execute, review, and help coordinate professional services pursuant to the project scope.

(1)   Possess experience, expertise, and capacity in developing and managing project communication plan and protocol.

(2)   Possess experience in the oversight and control of projects of extreme complexity, including, but not limited to, extensive experience in providing leadership and direction in projects utilizing advanced technical building applications and methods.

v)      Prepare a project controls management plan including, but not limited to:

(1)   Develop project controls plan, establish requirements, and oversee process

(2)   Develop project reporting and identifying/tracking KPIs

(3)   Conduct reviews of 3rd party vendor cost estimates/schedules

(4)   Track project performance; develop resource needs

(5)   Conduct reviews of 3rd party vendor contracts

(6)   Conduct project definition rating index analysis

(7)   Facilitate controlled document management support

(8)   Schedule and cost control management

(9)   Scope and quality control management

(10)                        Cost

(15)                        Key Performance Indicators (KPIs) and

(16)                        Quality control system which considers all aspects of quality, from code and functional space programming compliance through commissioning.

vi)    Possess experience, expertise, and capacity in successfully implementing, coordinating, and managing a state-of-the-art project control process throughout project life cycle, and provide methodology for ongoing quality, cost, and schedule control measures.

(1)   Constantly monitor and routinely report on the project’s scope, budget, schedule, and performance consistent with TFC goals and objectives.

(2)   Document and map review and acceptance protocols for project design.

(3)   Review and become familiar with TFC Owner’s Project Requirements and North Austin Complex Master Plan documents to ensure project compliance.

(4)   Employ Lean project principles, processes, and best practices to promote more reliable, precise, integrated, and cost-effective design and construction solutions.

(5)   Develop strategies to aid in impact mitigation of external and internal factors on project performance.

vii)  Possess experience, expertise, and capacity in developing and forecasting accurate cost estimates based upon current, local market conditions, and trends.

(1)   Track project budgets and estimates during project life cycle providing reports as appropriate to maintain optimal control.

(2)   Evaluate and scrutinize project cost estimates and reconciliation through collaboration with project team at regular project intervals.

viii)         Possess substantial knowledge and ability to develop, assemble, review, evaluate and scrutinize project schedules and forecasts including status reporting and communication through earned value management.

(1)   Incorporate and analyze fragments within the project schedule affecting review, approval, administrative, and other processes.

(2)   Monitor and compare the project design and construction baseline and all subsequent schedules utilizing all approved and recognized process optimization protocols.

(3)   Provide monthly schedule updates including narrative describing potential risks to project success.

(4)   Participate with project team in developing mitigation plans for regaining project conformance.

ix)    Project Cost Estimating

(1)   Perform independent construction cost estimates of design deliverable packages.

(a)   Participate in cost estimate reconciliation with project team.

(b)   Perform value engineering initiatives and processes to aid project team in cost reduction, schedule streamline, and/or material and system substitution.

x)      Review of consultant and contractor progress payment applications.

xi)    Review and analysis of contract modifications and negotiations; including review of change orders, contingency logs and work remaining to procure documentation.

xii)  Quality control and compliance programs.

xiii)         Possess experience, expertise, and capacity in monitoring the effectiveness of construction administration services to be provided by the A/E and other service providers for the project.

(1)   Assist TFC on the scoping and delineation of services for independent and 3rd party inspection services.

xiv) Responsibilities may also include:  monitoring and managing design progress schedules; safety control and compliance systems; monitoring construction; review of reports, manuals, standards, testing reports, commissioning reports, and training services; and possible assistance in negotiating contracts for labor, material, and services associated with the project.
