Solicitation Description:

SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2269, Subchapter F, Construction Manager-at-Risk Method, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting qualifications for a Construction Manager-at-Risk (CMR) to provide campus wide deferred maintenance improvements  for the Texas School for the Blind and Visually Impaired located at 4500 W 45th Street in Austin, TX,  hereinafter described as TFC Project #20-006-8807 (the Project). This Project will be administered by TFC. This procurement will be a two-step award process with a two-part work requirement..

Step One of the solicitation will include a submittal of company experience and qualifications focusing on projects of similar size and type. Respondents will be evaluated on experience and qualifications, as detailed in Section IV, Submittal Information.

Step Two of the solicitation will include only the highest ranked five or fewer Respondents from Step One who will be asked to provide pricing.

CONTRACT TERM: Construction is required to commence within ten (10) calendar days after the Notice to Proceed for Construction is issued. For planning purposes, the pre-construction time period is estimated to be two hundred ten (210) calendar days.  The construction contract period is projected for a term of five hundred twenty (520) calendar days except as may be otherwise amended or negotiated

COST OF WORK: Respondents to the RFQ should consider the “Cost of Work as Five million  dollars ($5,000,000) not including any Pre-construction Management fees, Construction Management fees, and Construction General Conditions, as part of the construction budget or the Guaranteed Maximum Price (GMP).

PROJECT DESCRIPTION: The CMR services required for this project begin with Pre-Construction Services including existing condition verification, cost estimation, bid documentation review and bidding. Upon satisfactory bid negotiations and GMP package approval(s) Construction Services will commence. The project objective is to remediate the highest priority deferred maintenance issues to campus wide systems including, but not limited to, upgrades or corrections to the following systems: Accessibility Compliance; Architectural Finishes; Building Envelope; Communications Systems; Electrical, Mechanical and Plumbing Systems; Roofing; Site Work; Structural Foundations and other incidental scopes of work made necessary by the execution of these repairs.

MANDATORY PRE-SUBMITTAL TELECONFERENCES: Mandatory pre-submittal teleconferences will be held on Tuesday, June 21,2020 at 10:00 AM and Wednesday, June 22, 2020 at 10:00 AM. Pre-registration is required to participate in the teleconference.  Respondents must have an employee of their firm attend at least one (1) of the two (2) pre-submittal conferences. TFC shall reject qualifications submitted by firms that did not attend one of the mandatory pre-submittal conferences.
