SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2254, Subchapter A, Professional Services, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide prime professional Site Service Engineer (SSE) Pre-construction and Pre-design services for the North Austin Complex, Phase II, Project #20-027-8061, for a new building and parking structure at the current location of the John H. Winters Building at the North Austin Complex in Austin, Texas; as described further in the project description below. CONTRACT TERM: It is the intention of TFC to award a Contract for full prime professional architectural/engineering (A/E) services for the term of the project. Services undertaken pursuant to this RFQ will be required to commence within fourteen (14) calendar days of delivery of a Notice to Proceed. The Project associated with the services requested in this solicitation is anticipated to be seven hundred and thirty (730) calendar days. PROJECT DESCRIPTION: Pre-Construction and Pre-Design SSE services for the North Austin Complex, Phase II for one new building and one parking structure at the current location of the John H. Winters Building at the North Austin Complex, in Austin, Texas. The property can be described more specifically as follows: North Austin Complex – John H. Winters Building complex grounds: One large parcel bounded by West Guadalupe street, Lamar Boulevard along the western boundary, West 51st Street along the northern boundary, Guadalupe Street along the eastern boundary and West 46th Street along the southern boundary. No construction is contemplated as part of this solicitation for professional services during the first part of these services. However, it is the intent of this solicitation to also award for geotechnical services which will include pier observations and testing during the construction and concrete placement of structural piers. SCOPE OF SERVICES: SSE shall conduct work and provide services as described in this RFQ. Scope of work shall include a Traffic impact analysis study for the Phase II development, soil investigations and geotechnical assessments and limited, underground utility surveys as may be needed in the vicinity of the Phase II development. Part 1: Site Service Engineering scope of services shall also include, but not be limited to, the following reports and fieldwork: · Detailed on-site investigations and review of existing documents; including reports, studies and surveys conducted during the design of the North Austin Complex, Phase 1 project. TFC shall share all applicable information including surveys, studies, topographical plans, ALTA, Subsurface Utility Exploration (SUE) information with the final selected firm. · Identify all permits required for site and utility work. Coordination with utility providers and local units of government shall be required to ensure all utilities are available for the project development. · Coordinate with local units of government, including the AULLC, Austin Utility Location and Coordination Committee to ensure all utilities are available for the project development and or are not in conflict with other utilities. · Provide Traffic engineering analysis including existing data analysis, trip generator distribution studies and a Traffic Impact Analysis (TIA) report to study the effect of the new project to the existing street infrastructure and gain approval from the Austin Transportation Department for the new development. · Conduct Geotechnical studies including test log borings at the site of the proposed new office tower and parking structure to allow for recommendations of structural systems. · Deliver comprehensive report of all findings, for review and approval. Part 2: Site Service Engineering scope of services shall include, but not be limited to, the following: · Take steps to initiate and shepherd the project through the AULCC review process. · If after conclusion of the TIA and if required by the City of Austin Transportation department; provide an allowance for necessary design services to install a new traffic signal light at an intersection. Services would include traffic light design and working with the city to obtain a permit for construction. · Provide pier drilling and detailed construction site observations and testing of concrete during placement of piers. Preconstruction and Pre-Design services shall be offered with the understanding of full compliance with non-discrimination requirements of the State of Texas by the A/E.
