Solicitation Description:

SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2254, Subchapter A, Professional Services, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide prime professional architectural/engineering (A/E) services for Project #17-013-6091, New Construction of Joint Tactical Training Facility in Brownsville, Texas located at 96 acre tract of land located at northwest corner of the intersection of Southmost Road and Indiana Avenue.

CONTRACT TERM: It is the intention of TFC to award a Contract for full prime professional architectural/engineering (A/E) services for the term of the project. Services undertaken pursuant to this RFQ will be required to commence within fourteen (14) calendar days of delivery of a Notice to Proceed. The Project associated with the services requested in this solicitation is anticipated to be three years.

PROJECT DESCRIPTION

  1. Provide professional architectural/engineering services for design of a multipurpose training facility that will include administrative building, live threat engagement training building, munitions storage buildings, and outdoor live firing ranges and explosive disposal area.
  2. Approximate cost of construction for the aforementioned project is estimated to be thirty million dollars ($30,000,000).

SCOPE OF SERVICES

  1. Provide professional architectural/engineering services including but not limited to design, construction documents, assistance procuring construction services, construction administration, inspection and testing, and certifications as required.
  2. Phase 1: Architectural and Engineering scope of services shall include, but not be limited to, the following:
    • 2.1. Detailed on-site investigations, review of existing documents.
    • 2.2. A list of necessary testing and inspections to be provided to Owner including, but not limited to, ADA, Commissioning, Testing and Balancing, Environmental, and Construction Materials testing.
    • 2.3. Assistance in evaluation and interview of Construction Manager-at-Risk selection.
    • 2.4. Assistance to Construction Manager-at-Risk to prepare order-of-magnitude cost estimates, as recommended by the A/E.
    • 2.5. Assistance in developing priorities for adjusting scope of work to match available funding.
    • 2.6. Research, evaluate, and present to the Owner any energy conservation strategies and alternatives for consideration, including the availability of rebates from the local utility. If rebates are available, coordinate with the local utility to complete all necessary documentation to accomplish rebates.
    • 2.7. Presentation of findings to Owner for review and approval. Upon acceptance of Phase 1 findings, and authorization by Owner, proceed with Phase 2.
  3. Phase 2: Architecture and Engineering scope of services shall include, but not be limited to, the following:
    • 3.1. Detailed design and documentation of construction plans and specifications.
    • 3.2. Provide the Owner with a list of items to be tested and/or inspected including, but not limited to, ADA, Commissioning, Testing and Balancing, Environmental, and Construction Materials testing.
    • 3.3. Coordinate with third party commissioning agent throughout design and construction administration.
    • 3.4. Assist Construction Manager-at-Risk during subcontractor solicitation for development of Guaranteed Maximum Price.
    • 3.5. Construction Administration.
    • 3.6. Warranty management.
    • 3.7. Project closeout.

MANDATORY PRE-SUBMITTAL CONFERENCE: Respondents must have an employee of their firm attend at least one (1) of the two (2) scheduled pre-submittal conferences. TFC shall reject submittals submitted by firms that did not attend one of the mandatory pre-submittal conferences.

  • Brownsville Pre-Submittal Conference: The first mandatory pre-submittal conference is scheduled for Tuesday, January 7, 2020 at 1:00 PM in Brownsville. The location of the meeting is City of Brownsville Conference Room located at La Plaza Bus Station, Community Room – 2nd Floor, 755 International Blvd, Brownsville, TX 78520.
  • Austin Pre-Submittal Conference: The second pre-submittal conference is schedule for Wednesday, January 8, at 10:00 AM, Austin. The location of the pre-submittal conferences is the Central Services Building located at 1711 San Jacinto Blvd, Austin, TX 78701. For the pre-submittal conference, there is metered parking on the street, or free parking is available on the top level of State Parking Garage B, 1511 San Jacinto, Austin, TX.
