Solicitation Description: ***DUE TO BUILDING CLOSURE, THE SECOND PRE-PROPOSAL CONFERENCE HAS BEEN RESCHEDULED TO 12/9/2019*** SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2269, Subchapter F, Construction Manager-at-Risk Method, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting qualifications for a Construction Manager-at-Risk (CMR) to provide pre-construction and construction services to convert existing Promontory Point Building (PROM) offices & data center into a records storage facility hereinafter described as TFC Project #19-011-2509 (the Project). This Project will be administered by TFC. This procurement will be a two-step award process with a two-part work requirement. Step One of the solicitation will include a submittal of company experience and qualifications focusing on projects of similar size and type. Respondents will be evaluated on experience and qualifications, as detailed in Section IV, Submittal Information. Step Two of the solicitation will include only the highest ranked five or fewer Respondents from Step One who will be asked to provide pricing CONTRACT TERM: PROJECT DESCRIPTION Provide Construction Manager-At-Risk Services including but not limited to: the demolition and renovation of architectural, fire suppression, mechanical, electrical, and fire alarm systems necessary to convert the existing office and data center spaces into a records storage facility.li> TFC is assessing any known asbestos materials in the existing facility to be abated prior to demolition and construction. Any asbestos abatement of the building is to be considered part of the construction contract and budget of this RFQ. Any required abatement will be either negotiated with the CMR awarded the contract or addressed by TFC separately. Third Party Testing: TFC shall provide or contract with third party for Testing and Balancing Services, RAS Review, Commissioning, and Construction Materials Testing. SCOPE OF SERVICES A/E Professional services are required to assist in the verification of a prepared list of deficiencies, prioritization and packaging of deferred maintenance projects for the building which include but are not limited to: renovation, repairs and/or replacement of roof and gutter system; mechanical, electrical and plumbing systems; architectural finishes and building cladding. Services will also include assessment of existing conditions, planning and general architectural services to support corrections related to ADA, SFMO report and the overall deferred maintenance program. PART ONE: Collaborate with TFC and its Architects and Engineers (A/E), Huitt-Zollars, Inc., during the completion of construction documents including attending meetings/teleconferences review; consultation of plan reviews; constructability reviews; construction cost estimating; construction means and methods input; prioritization and packaging of work to identify a scope of work that falls within available construction budget. Collaborate with TFC and A/E during the completion of construction documents including review of 50% Construction Documents, 95% Construction Documents and comments at 100% completion of Construction Documents. The Respondent’s expertise will be used to affect value engineering, establish a project schedule and ultimately determine the Guaranteed Maximum Price (GMP). PART TWO: In accordance with the approved schedule and GMP, Contractor shall facilitate bidding and selection of subcontractors in accordance with HUB requirements, and provide and/or secure and install all materials, labor, coordination, management and supervisory activities necessary to complete construction of the Project in accordance with the drawings, specifications and other contract documents that will be prepared by the A/E & TFC. MANDATORY PRE-SUBMITTAL CONFERENCE: The mandatory pre-submittal conferences are scheduled for Wednesday 12/04/2019 @ 10:00 AM, and Friday 12/06/2019 @ 10:00 AM. The location of both pre-submittal conferences is will be the Railroad Commission (RRC) Training Room located at 4044 Promontory Point Dr., Austin, TX 78744. Check-in with the Receptionist in the RRC lobby who will direct you to the conference room. Respondents must have an employee of their firm attend at least one (1) of the two (2) scheduled pre-submittal conferences. TFC shall reject submittals submitted by firms that did not attend one of the mandatory pre-submittal conferences. SCHEDULE OF EVENTS: TFC reserves the right to change the dates shown below.
