Solicitation Description:

The Texas Historical Commission (THC) seeks sealed Request for Proposals (RFP) to establish a contract for services from a qualified individual or firm to conduct archeological metal detecting and archival research for a project at Fort Lancaster State Historic Site associated with the December 26, 1867, battle with Kickapoo Native Americans who attacked the fort. The project will focus on an 11.4-acre parcel that was recently donated to the site and contains graves suspected to be those of three soldiers who were killed during the battle. The scope of the work will be to metal detect the 11.4-acre parcel, consult with the Kickapoo Tribe on any oral histories concerning the battle, conduct archival research pertaining to the battle, prepare a technical report of investigations, and prepare text for an interpretive brochure for site visitors.

This project will aid the Texas Historical Commission to interpret and preserve this important battle in Texas and United States history. The proposed project will conduct an archeological metal detector survey of the 11.4 acres to identify additional evidence of the battle and related artifacts; conduct archival research to better understand the roles and tactics of the combatants and document how important topographical features, in and around the battlefield, influenced the chronology of events, present the results of the metal detector survey, artifact analysis, and archival research results in a technical report; produce text for a brochure about the battle to be distributed to visitors to the site.

Should any Respondent find discrepancies among the Proposal Document, or should Respondent be in doubt as to their exact meaning, Respondent should notify the THC at once. All inquiries shall be submitted in writing by the date listed in the 3.1 Schedule of Events. Verbal inquiries and responses will not be valid or binding.
