Solicitation Description:

The State of Texas, by and through the Texas Historical Commission (THC) seeks sealed Request for Proposals (RFP) to establish a contract for services from a qualified individual or firm to develop and deliver content for an online training package focused on disaster preparedness and response for historic cemeteries damaged by Hurricane Harvey, in accordance with the specifications contained in this RFP.

The overall goal for this project is to provide caretakers of historic cemeteries in the Hurricane Harvey FEMA disaster counties with the knowledge and skills necessary to assess risks; prevent or minimize hurricane disaster-related damages; prioritize and carry-out post-disaster stabilization and response work; and to generally build greater resiliency to withstand and recover from disasters.

 Due to the current public health emergency, all content of this training package will be delivered digitally. The services to be provided include development and delivery of a series of webinars; creation of disaster preparedness and response worksheets, checklists and other technical guides; production of short demonstration videos; and facilitation of virtual public meetings. 

This project is made possible through grant support from the Emergency Supplemental Historic Preservation Fund (ESHPF) of the National Park Service (NPS), U.S. Department of Interior, related to the consequences of Hurricanes Harvey, Irma, and Maria.

 THC intends to use this same funding to complement this digital programming with in-person, field-based training workshops in 2022. A separate RFP may be issued for those services at a later date.

All inquiries will result in written responses as an addendum posted on the Electronic State Business Daily (ESBD), available at http://www.txsmartbuy.com/sp. If a Respondent does not have internet access, a copy of all written responses may be obtained through the administrative point of contact listed above.

Telephone, facsimile, and email Proposals will not be accepted.  All Proposals shall be received, and time stamped at THC in Austin, TX on the date/time specified in the Schedule of Events above (see 3.1). THC reserves the right to reject late submittals.

Proposals should be placed in a separate envelope or package and correctly identified with the RFP number and submittal deadline/RFP opening date and time. It is Respondent's responsibility to appropriately mark and deliver the Proposal to THC by the specified date. A U.S. Postal Service (USPS) postmark or round validation stamp; a mail receipt with the date of mailing, stamped by the USPS; a dated shipping label, invoice or receipt from a commercial carrier; or any other documentation in lieu of the on-site time stamp WILL NOT be accepted.
