Solicitation Description:

The Texas Historical Commission seeks a general contractor firm that has documented experience with historic building preservation projects of the type, scale and scope described in this RFP. Contractor must have a MINIMUM of 8 years’ experience in construction similar to the type of work required by these Contract Documents (as judged by THC) to be eligible for contract award. Preference will be given to respondents who have completed similar projects. THC requires all work to comply with all applicable Federal and State laws, codes, and standards.


The Project consists of ruins stabilization at TWO locations under ONE contract, and includes masonry repointing, repair, reconstruction, and construction using chemically stabilized adobe blocks (Ft. Lancaster only) to be produced on site. These projects may be executed sequentially or simultaneously, at the Contractor’s discretion. 

THC anticipates that the General Contractor will subcontract the masonry work to separate masonry contractors headquartered within reasonable proximity to Ft. Lancaster, near Ozona, TX, and Ft. Griffin, near Albany, TX.  However, this is not a requirement of this solicitation.

Mandatory Site visits are required before a proposal may be submitted.  Respondents must meet with the Site Managers and become thoroughly familiar with the existing conditions and requirements before submitting a proposal.  There will be no pre-bid conferences.  Respondents must schedule their own visits, with the Site Manager, during the time frames listed before submitting questions, by the deadline noted in the schedule.  Signatures are required by the site representative and respondent when the site visit is completed to establish the date that the site visit took place.  Exhibits P and Q, Site Visit Forms, must be included in Respondent’s Proposal.  Proposal will be rejected if a signed site visit form is not included.
