Solicitation Description:


SCOPE: Pursuant to Texas Government Code Section 2165.001, Custodianship of State Property, and Section 2156.121, Use of Competitive Sealed Proposals, the Texas Facilities Commission is requesting responses to this Request for Proposal to Replace the Existing Sprinkler System with a Novec 1230 equivalent or better, Clean Agent Fire Suppression System at the Lorenzo DeZavala State Archives (ARC) and Library Building located at 1200 Brazos Street, Austin, Texas 78701.

CONTRACT TERM: The service is expected to start within fifteen (15) business days from the Notice to Proceed.   Services are anticipated to be complete within one year after notice to proceed is issued.

This contract is contingent upon the continued availability of funding. If funds become unavailable through lack of appropriations, legislative budget cuts, amendment of the Appropriations Act, state agency consolidations, or any other disruption of current appropriations, provisions of the Termination Article in the Services Contract shall apply.

STATEMENT OF WORK:

Contractor shall provide all labor, tools, materials and equipment to:

Design, provide, install, test and maintenance of the new Clean Agent Suppression System.

Installation of releasing panel for each floor.

Installation of smoke barriers for proper operation of fire suppression system.

Installation of smoke seals around existing doors for proper operations of fire suppression system.

Installation of required electrical work for proper operation of fire suppression system.

Reprogramming of existing Simplex 4007ES Suppression control panel

Removal of existing pre-action system piping and patching and painting as needed.

Each floor is a separate system and will be completed one at a time to protect archived state historical documents on all seven floors of the stacks, including removal of existing fire sprinkler systems after completion.

During construction, the contractor shall provide fire protection to the building in accordance with Local and NFPA requirements. Existing system shall remain operational and shall not be removed until new system is in place, inspected, and operational.

Services shall be done during normal business working hours of 8:00 a.m. to 5:00 p.m. Monday through Friday unless otherwise indicated.

Design work shall be by a licensed engineer or certified contractor for design and installation of fire suppression systems indicated in drawings and specifications.

System installers shall hold applicable ACR and ECR licenses from the Texas State Fire Marshal's Office.

All equipment shall be installed in accordance with the manufacturers’ recommendations and printed installation instructions.

Fire contractor shall provide any required maintenance of newly installed fire suppression system during initial one-year warranty period.

Onsite Project Manager from awarded company shall have a National Institute of Certifying Engineering Technologies (NICET) level 3 certification and shall witness all stages of the installation. All work shall be in accordance with the applicable requirements set forth in the latest edition of the following codes and standards:

  • NFPA 72 2013 edition
  • NFPA 2001 2012 edition, and
  • NFPA 70 2014 edition
  • Any additional specifications as per attached Attachment E – TFC Drawings and Specifications

MANDATORY PRE-PROPOSAL TELE-CONFERENCES:

      1. Attendance of at least one (1) of the two (2) scheduled pre-proposal tele-conferences is mandatory. Only those Respondents whose names and represented firm are on the pre-proposal conference attendee list shall be allowed to submit a response.  Please do not be late.
